The framework agreement ends 5 December. We are ready for the 6th.

The state framework agreement for course and conference services expires on 5 December 2026 and is not being replaced. From 6 December, each state body sources these services itself. Bonatt does the sourcing and gives you a comparison you can file.

What changes on 6 December

  • No replacement agreement. Statens innkjøpssenter has confirmed that no new competition is started or planned.
  • You source it yourselves. All state bodies have been told to cover course and conference needs on their own from the expiry date.
  • No central conditions. After expiry, DFØ sets no terms for how you buy, provided you follow the public procurement rules.
  • Most bookings are direct purchases. Since 1 July 2026 the procurement regulations apply from NOK 500,000 excl. VAT. A single conference or group booking is usually below that.

Until 5 December you remain bound by the current agreement. Talk to us now, so the first brief in January takes a day rather than a month.

What Bonatt delivers

  • A documented comparison. Comparable venues with total cost, VAT and cancellation terms side by side, ready for the case file.
  • Environmental certification per venue. Svanemerket, Miljøfyrtårn or equivalent stated for every option, so the 30% environmental weighting can be evidenced.

  • You contract with the venue. The agreement is between your organisation and the hotel. We never hold public money.
  • Independent. Not owned by any hotel or chain. The shortlist follows your brief, not our agreements.

We approach suitable venues, including certified independents outside the large chains.

Comparable options with cost, VAT, cancellation and certification, in a format you can file.

You contract directly with the venue. For recurring needs, we can set up a framework agreement.
